The future direction of energy saving and emission reduction in the steel industry---Part 1

In 2018, the country is formulating a three-year specific combat plan to implement the strategy of winning the battle against blue skies, and has begun to launch ultra-low emission actions in the steel industry. The ultra-low emission program for the steel industry is soliciting opinions and will soon be introduced. In addition, the State has recently issued plans to implement air pollution control in key regions including Beijing, Tianjin, Hebei and the surrounding regions, the Yangtze River Delta, and Chongqing Plain, and further intensify inspections in these key areas.
In the face of these increasingly stringent environmental protection policy requirements, the steel industry must further strengthen energy conservation and emission reduction in the following areas:
First, we must unflinchingly eliminate backward production capacity, prevent new production capacity, and prevent the re-emergence of “Grid Steel” and the excess capacity that has been resolved. This is the most powerful means to control the energy consumption and total emissions of the steel industry.
The second is to continue to improve the level of energy conservation and environmental protection under the guidance of ultra-low emission standards. The ultra-low emission index is the most stringent indicator of the related pollutant emissions in the steel industry worldwide. In the long run, the continuous upgrading of environmental protection policies will help force steel companies to implement environmental protection technology reforms, improve environmental protection technologies and management, and promote the transformation and upgrading of China's steel industry and high-quality development. The implementation of green transformation and upgrading of steel enterprises is conducive to the sustainable development of the steel industry; it is conducive to the transfer of steel production capacity in environmentally sensitive areas such as Jing-Jin-Ji to areas with larger environmental capacity, and promotes the optimized layout of the steel industry. Of course, we also recommend that the relevant central and local authorities should gradually and objectively determine the goals and progress.
The third is to strictly control the iron process with high energy consumption and heavy pollution. In the case of China’s iron and steel industry with long-term production as its main focus, energy-saving, emission-reduction and low-carbon control should focus on the high-energy and heavy-polluting iron processes. Faced with the challenges of multi-target constraints, the industry needs to Overall consideration of the manufacturing process, overall optimization, active implementation of the technical route based on source control and process control, exploration and establishment of technologies for energy conservation, emission reduction, carbon reduction, optimal overall efficiency, cost reduction and efficiency improvement, and sustainable and stable operation of the industry Support system to promote green development of the industry.
