I. Initial ruling

Second, the collection of deposit
According to the provisions of Articles 28 and 29 of the Anti-Dumping Regulations, the investigation authority decided to implement temporary anti-dumping measures in the form of margin. Since March 23, 2019, importers shall, when importing the products under investigation, provide the corresponding customs deposits to the customs of the People's Republic of China according to the margin ratios of the companies determined in this preliminary decision.

Third, the method of collecting the deposit
Since March 23, 2019, importers importing stainless steel billets and stainless steel hot-rolled sheets/rolls originating in the EU, Japan, Korea and Indonesia shall be dumped according to the determination of each company as determined by this preliminary decision. The margin is provided to the Customs of the People's Republic of China. The deposit is levied at the ad valorem of the customs-examined duty-paid price. The formula is: the amount of the deposit = (the customs-certified duty-paid price × the margin collection ratio) × (1 + import link value-added tax rate).
