World Steel Association: Promoting the level of safety management

Nov. 23, 2018

“FY17 is the safest year in the history of the steel industry. In this year, the Million Time Injury Rate (LTIFR) for the steel industry was below 1.0 for the first time, a drop of 80% compared to 2006. This is our Impairing the milestones of 'industrial goals.' Recently, Andrew Pervis, head of the World Steel Association's Department of Safety, Occupational Health and Environment, said.

He pointed out that the World Steel Association believes that the safety and occupational health management of employees in Egypt EZZ (Electronics) Steel Group, Australia's Handan Iron and Steel Company, Mexico Ternium Steel Company, Brazil USIMINAS Steel Company, India Essar Steel Company and Tata Steel Company The level is in the leading position in the industry and has set an example for the safety and health management of steel companies worldwide. He called for global steel companies to promote the level of safety management.

Andrew Pervis shared employee safety and occupational health management practices in the six steel companies.

In focusing on employee safety management, Andrew Pervis listed three cases of EZZ Steel Group, Australia's Handan Iron and Steel Company, and Mexico's Ternium Steel Company. Since a series of safety incidents occurred in the company's new employees in 2013 and 2014, Egypt EZZ Steel Group has enhanced its identification by providing new employees with different colors of helmets; providing more safety training, and Appropriate safety supervision has been carried out to reduce the incidence of safety incidents among new employees. Since November 2014, the company has not been injured by new employees.

At the Handan Iron and Steel Company of Australia, the safety risk of cranes is very high. There have been 68 related accidents in two and a half years, which is equivalent to an average of more than two accidents per month. To solve this problem, the company set up a relevant investigation team, and found that 80% of the accidents are related to employee misconduct. As a result, the company created an action plan to promote standard operating procedures (SOPs) and recognize and reward advanced operators. In 2017, the incidence of crane-related accidents in the company was significantly reduced. Ternium Steel of Mexico reduced personnel safety risks by eliminating interactions between people, mobile devices and products, while actively promoting the standardization of optimal and safest operations, reducing the company's employees' work safety risks by 71%.

Andrew Pervis introduced the measures taken by Brazil's USIMINAS Steel Company to strengthen employee occupational health management. Since the number of vacation days caused by employee musculoskeletal injuries and traffic accidents accounted for 30% of total employee absenteeism, Brazil's USIMINAS Steel Company has implemented the “Beyond Yourself” program since 2014 to guide employees to take appropriate care measures at work and in life. To prevent musculoskeletal injuries caused by sports and traffic accidents, and to provide training and treatment for employees with problems with bone diseases and shoulders and knees. Since the implementation of the program, the probability of employees taking sick leave for more than 15 days due to musculoskeletal problems has dropped by 70%.

Andrew Pervis believes that Essar Steel and Tata Steel have a good performance in process safety management. Since December 2010, Essar Steel has begun to build a sustainable safety culture by strengthening Process Safety Management (PSM). In 2017, as part of its continuous improvement program, Essar Steel re-examined the previously selected process safety elements at a micro level and took a series of measures to prevent high potential accidents. In order to make process safety a “lifestyle”, Tata Steel introduced the “Center of Excellence” (CoE) concept to its two units with high accident rates in 2016 and expanded the concept to another 3 in 2018. Home unit. The concept promotes the use of advanced tools such as Hazard and Operability Analysis (HAZOPs) to improve hazard identification and identification through Process Hazard Analysis Control Program (PHAST), Bow Analysis (BTA) and Protective Layer Analysis (LOPA) modeling. The level of risk assessment.
