U.S. launches anti-dumping and anti-subsidy sunset review investigation

On March 2, 2020, the U.S. Department of Commerce issued an announcement to launch the third anti-dumping sunset review review investigation of prestressed concrete steel wires imported from Brazil, India, South Korea, Mexico, and Thailand, and Listeel Strand has initiated the third anti-subsidy sunset review investigation; it has initiated the fifth anti-dumping and sunset review investigation of prestressed steel strands imported from Japan. At the same time, the U.S. International Trade Commission (ITC) initiated anti-dumping and anti-subsidy sunset review of industrial damage filing investigations on prestressed steel wires imported from the above countries. It reviewed the import of the products involved within a reasonably foreseeable period if the current anti-dumping measures were cancelled Whether the substantial damage to the domestic industry will continue or reoccur. Stakeholders shall register with the US Department of Commerce within 10 days from the date of this announcement. Stakeholders shall submit their comments to the US International Trade Commission before April 1, 2020, and submit comments to the US International Trade Commission on the sufficiency of the response to the case no later than May 14, 2020.
On December 8, 1978, the United States formally imposed anti-dumping duties on prestressed steel wires imported from Japan. Following the affirmative final ruling by the United States on the first anti-dumping sunset review of Japanese-related products, the United States extended the anti-dumping duty on Japanese-related products for the first time on February 3, 1999. Following the affirmative final ruling by the United States on the second anti-dumping sunset review of Japanese products, the United States extended the anti-dumping duties on Japanese products for the second time on June 25, 2004. Following the affirmative final ruling by the United States on the third anti-dumping sunset review of Japanese products, the United States extended the anti-dumping duties on Japanese products for the third time on December 11, 2009. Following the affirmative final ruling by the United States on the fourth anti-dumping sunset review of Japanese products, the United States extended the anti-dumping duties on Japanese products for the fourth time on April 23, 2015.

On February 4, 2004, the U.S. Department of Commerce formally imposed a countervailing duty on prestressed steel strands imported from India. Following the affirmative final ruling by the United States of the first anti-dumping and anti-subsidy sunset review of the above-mentioned products involved, the United States extended the anti-dumping and anti-subsidy taxes of the above-mentioned five countries' products for the first time on December 11, 2009. Following the affirmative final ruling of the second anti-dumping and anti-subsidy sunset review by the United States on the products involved in the above countries, the United States extended the anti-dumping and countervailing duties on the products in the above five countries for the second time on April 23, 2015.
