US anti-dumping preliminary ruling on large-diameter welded pipes in China

On August 21, 2018, the US Department of Commerce announced an anti-dumping preliminary ruling on large diameter welded pipes (LargeDiameterWeldedPipe) imported from China, Canada, Greece, India, South Korea and Turkey. Preliminary ruling: (1) The dumping rate of Chinese producers and exporters is 132.63%. (2) The dumping rate of Canadian producers and exporters is 24.38%. (3) The dumping rate of Greek producers and exporters is 22.51%. (4) The dumping rate of Indian producers and exporters is 50.55%. (5) The dumping rate of Korean producers and exporters is 14.97%~22.21%. (6) The dumping rate of Turkish producers and exporters is 3.45%~5.29%. The case involves US coordination tariff numbers 7305.11.1030, 7305.11.1060, 7305.11.5000, 7305.12.1030, 7305.12.1060, 7305.12.5000, 7305.19.1030, 7305.19.1060, 7305.19.5000, 7305.31.4000, 7305.31.6010 , 7305.31.6090, 7305.39.1000 and 7305.39.5000 products. The US Department of Commerce is expected to make an anti-dumping final ruling on the products involved in China and India on November 6, 2018, and an anti-dumping final ruling on the products of the other four countries on January 3, 2019.
On February 12, 2018, the US Department of Commerce announced a double-counter investigation on large-diameter welded pipes imported from China, India, South Korea and Turkey, and initiated anti-dumping investigations on products imported from Canada and Greece. On March 5, 2018, the US International Trade Commission (USITC) issued an announcement to make a preliminary preliminary ruling on anti-dumping and countervailing industries for large-diameter welded pipes imported from China, India, South Korea and Turkey, while importing from Canada and Greece. The products involved in the case made an affirmative preliminary ruling on the anti-dumping industry.
