How many kinds of Certificate of Origin?

China's certificates of origin issued for export goods are mainly divided into three categories: non-preferential certificates of origin, preferential certificates of origin and special certificates of origin.

1) non-preferential certificate of origin

Commonly known as general Certificate of origin or ordinary Certificate of origin, the English name is Certificate of origin, referred to as C/O or CO.

China mainly issues non-preferential certificates of origin for most developing countries, such as countries in the Middle East, Africa, southeast Asia, central and South America.

2) preferential certificate of origin

Preferential certificate of origin is a certificate of origin that can enjoy special tariff relief.

Preferential certificate of origin can be divided into the GSP certificate of origin (FORM A, 39 developed countries except the United States) and the reciprocal regional preferential certificate of origin (FORM B, FORM E, FORM P, etc.).

It should be noted that the authorities authorized by the state to issue the certificate of origin are the entry-exit inspection and quarantine bureau and the council for the promotion of international trade of all regions. Other authorities have no right to issue the certificate.

3) special certificate of origin

Special certificate of origin (cepa) is a certificate of origin issued for special products in special industries, such as agricultural products, wine, tobacco, etc., according to the special needs of import and export supervision.

Special products of these special industries should conform to certain rules of origin to be legally imported and exported.

Preferential CO

Preferential Certificates of Origin include the FORM A certificate granted to China by most developed countries and the bilateral or multilateral preferential trade agreements signed between China and some countries or regions.

GSP certificate of origin FORM A

FORM A certificate is the certificate of origin issued according to the rules of origin of GSP favoritized countries and related requirements. FORM A certificate is the certificate of origin of goods exported from the beneficiary countries (mainly developing countries) to the favoritized countries (mainly developed countries) enjoying preferential tariff treatment of GSP.

Goods listed on the FORM A certificate are eligible for tariff relief only if they conform to the GSP rules of origin of the corresponding country of preference.

A total of 39 countries have granted GSP treatment to China:

Britain, France, Germany, Italy, Belgium, the Netherlands, Luxembourg, Ireland, Denmark, Greece, Spain, Portugal, Austria, Sweden, Finland, Poland, Hungary, the Czech republic, Slovakia, Slovenia, Estonia, Latvia, Lithuania, Cyprus, Malta, Bulgaria, Romania, Switzerland, Liechtenstein, Norway, Russia, belarus, Ukraine, kazakhstan, Japan, Australia, New Zealand, Canada, Turkey, a total of 39.

Countries that can issue FORM B certificates are: China, India, Sri Lanka, Bangladesh, Laos and South Korea (members of the asia-pacific trade agreement).

The countries where the FORM E certificate can be issued are: China, Laos, Vietnam, Thailand, myanmar, Cambodia, Philippines, brunei, Indonesia, Malaysia and Singapore (members of asean).
