5. Fuzhou builds Luoyuan Bay's 100 billion yuan steel industry base

In March 2019, the Fuzhou Municipal Government issued a document saying that it should focus on relying on Luoyuan Bay Economic Development Zone, with Baosteel Desheng, Minguang Iron and Steel, Yixin Iron and Steel, Wu Hang Stainless Steel and other enterprises as the leader to build Luoyuan Bay 100 billion yuan Iron and steel industry base. Focus on the development of stainless steel 400 series products and special steel products required for machinery, automobiles, chemicals and emerging industries; accelerate the construction of stainless steel downstream industrial parks, introduce a number of large-scale rolling, surface treatment enterprises and high-end kitchen utensils, medical equipment, high-end equipment and other deep processing Enterprises, to promote the development of stainless steel downstream industry aggregation. Focus on promoting the construction of Baosteel Desheng 1780 hot-rolled stainless steel, Dadonghai high-end green boutique steel technology transformation, Luoyuan Minguang capacity replacement, Taiming stainless steel and other projects. By 2020, the total industrial output value of the steel industry base will exceed 70 billion yuan.

On August 22, 2018, China Baowu issued an announcement saying that Baosteel Desheng had undertaken the relevant steelmaking capacity index of 660,000 tons by Shanghai Meishan Iron and Steel Co., Ltd. and Shanghai Baosteel Stainless Steel Co., Ltd. for Baosteel Desheng's new steelmaking company Casting project.

On October 28, 2018, Baosteel Desheng Fine Stainless Steel Green Industrial Base with a total investment of 13.6 billion yuan was settled in Luoyuan Bay Economic Development Zone. It is said to be a world-class and domestic leading high-end steel manufacturing base. In March 2019, China Baowu issued an announcement that Baosteel Desheng will undertake the relevant production capacity phased out by Baoshan Iron and Steel Co., Ltd., Wuhan Iron and Steel Co., Ltd., and Shanghai Baosteel Stainless Steel Co., Ltd. to build the Baosteel Desheng Fine Stainless Steel Green Industrial Base Project.

In March 2019, Luoyuan Minguang Iron and Steel signed a framework agreement with Fujian Yixin Iron and Steel, intending to jointly upgrade a new project, plus the Luoyuan Minguang Phase II project under construction, with a planned investment of 13.9 billion yuan to create an "upgraded version" within two years Minguang Iron and Steel Luoyuan Bay Industrial Base. After the completion of the second-phase capacity replacement project, the company's annual steel output will reach 3 million tons, and sales revenue will exceed 20 billion yuan.
