Mexico makes final anti-dumping ruling on cold-rolled stainless steel plate in China

On October 1, 2020, the Mexican Ministry of Economy issued an announcement in the official gazette, making a final anti-dumping ruling against cold-rolled stainless steel plates (Spanish: productos planos de acero inoxidable laminados en frío) originating in China and Taiwan. The products involved in the case are all levied anti-dumping duties of US$0.63/kg; anti-dumping duties of US$0.61/kg and US$0.05/kg are imposed on the products involved in the case of Hoka Elements Co. Ltd. and Yuan Long Stainless Steel Corp. in Taiwan. No anti-dumping duties are levied on other companies in Taiwan. The announcement will take effect the day after the announcement. The products involved do not include 8K mirror panels, 8K mirror embossed boards, BA stainless steel plates with a thickness less than 0.3 mm, BA stainless steel plates with a thickness greater than 1.2 mm, and stainless steel plates with a width greater than 1319 mm. This case involves products under TIGIE tax numbers 7219.34.01, 7219.35.01, 7220.20.02, 9802.00.01, 9802.00.02, 9802.00.03, 9802.00.07, 9802.00.10, 9802.00.13 and 9802.00.19.


On April 5, 2019, the Mexican Ministry of Economy issued an announcement in the official gazette that in response to the application of the local company Outokumpu Mexinox, S.A. de C.V., it decided to initiate an anti-dumping investigation against cold-rolled stainless steel plates originating in China and Taiwan. The dumping investigation period of this case is from October 1, 2017 to September 30, 2018, and the damage investigation period is from October 1, 2015 to September 30, 2018. On November 21, 2019, the Mexican Ministry of Economic Affairs issued an announcement in the official gazette, making preliminary anti-dumping rulings on cold-rolled stainless steel plates originating in China and Taiwan, and deciding to continue anti-dumping investigations and expropriation against products originating in China. Temporary anti-dumping duties: 121.46% of anti-dumping duties were imposed on Shanxi Taigang Stainless Steel Co. Ltd.'s products involved in the case, and 88.42% of anti-dumping duties were imposed on products of other Chinese exporters involved; Anti-dumping investigations continue for the products involved in the case produced in Taiwan, China, and temporary anti-dumping duties will not be levied temporarily.
