The European Union announced the implementation of customs registration
Aug. 28, 2020
The European Union announced that as part of the ongoing anti-dumping investigation, from August 25, 2020, aluminum profiles from China will be registered by the customs of EU countries. According to this new statement, the EU has instructed the customs authorities of all countries to take appropriate steps to register imported products so that they can subsequently (and retrospectively) implement anti-dumping measures on these imported products from the date of registration. Products that need to be registered include bars, profiles (solid and hollow), and pipes. These products are unprocessed and can be used in the production of structural parts, such as cut to length, drilling, bending, chamfering and threading. Extruded aluminum products include aluminum, alloy or non-alloy with aluminum content not exceeding 99.3%.
According to the European Aluminum Association, rolled aluminum products exported from China to the EU (a type within the scope of the investigation) have increased from 171,000 tons in 2016 to 330,000 tons in 2019. In 2019, the market share of imports from China reached more than 12%, doubling compared to 4 years ago. China's aluminum production subsidies have weakened European production, distorted the global market, depressed global aluminum prices, threatened the competitiveness of the European aluminum industry, and weakened the sustainable development of the European aluminum industry.
On August 25, 2020, the European Commission issued an announcement, in response to the European Steel Association (the European Steel Association) submitted on May 27, 2020, the cold rolled stainless steel plate (Stainless Steel Plate Cold-rolled Flat Products) initiated the first anti-dumping sunset review case investigation. The EU CN (Combined Nomenclature) codes of the products involved are 7219 31 00, 7219 32 10, 7219 32 90, 7219 33 10, 7219 33 90, 7219 34 10, 7219 34 90, 7219 35 10, 7219 35 90, 7219 90 20 , 7219 90 80, 7220 20 21, 7220 20 29, 7220 20 41, 7220 20 49, 7220 20 81, 7220 20 89, 7220 90 20 and 7220 90 80. The dumping investigation period in this case is from July 1, 2019 to June 30, 2020, and the damage analysis period is from July 1, 2017 to the end of the dumping investigation period.
On June 26, 2014, the European Union initiated an anti-dumping investigation on cold-rolled stainless steel plates originating in China and Taiwan. On August 27, 2015, the European Union made a final anti-dumping ruling on cold-rolled stainless steel plates originating in China and Taiwan.
