Noteworthy frontier low-carbon steel technology---Carbon Capture, Utilization and Storage Technology (CCUS)

Different from low-carbon metallurgical technology, Carbon Capture, Utilization and Storage (CCUS) technology is an emerging technology with the potential for large-scale carbon dioxide emission reduction, that is, to reduce the carbon dioxide emitted during the production process. Purification is carried out, and then put into a new production process for recycling or sealing. As the only emission reduction technology that can achieve large-scale low-carbon utilization of fossil energy, CCUS is an important part of my country's technology portfolio to achieve the goal of carbon neutrality by 2060.


For a long time, CCUS has been regarded as a key technology to reduce carbon dioxide emissions in fossil power generation and industrial processes. The Chinese government clearly stated that the industries that carry out CCUS pilot projects involve thermal power, coal chemical, cement and steel industries.


CCUS is a feasible technical solution for deep decarbonization of industries that are difficult to reduce emissions such as steel and cement. The International Energy Agency released the 2020 technology roadmap for the steel industry. It is estimated that by 2050, the steel industry will still have 34% of its carbon emissions remaining after adopting conventional emission reduction programs such as process improvement, efficiency improvement, energy and raw material substitution, and even hydrogen energy. A major breakthrough has been made in direct reduced iron technology, and the remaining carbon emissions have exceeded 8%. The cement industry still has 48% of its carbon emissions remaining after adopting other conventional emission reduction programs. In 2019, the report "China 2050: A Zero-Carbon Vision for a Fully Modernized Country" jointly issued by the Energy Transition Commission and the Rocky Mountain Institute assumes that China’s steel industry is expected to produce 475 million tons by 2050, even if other items are considered. After the emission reduction measures, to achieve net zero emissions, there are still 50 million to 210 million tons of carbon dioxide that need to be reduced through CCUS.


Studies have shown that the application of CCUS technology in power systems and industrial sectors and its negative emissions have potential. It is estimated that by 2050, CCUS technology can contribute 1.1 billion to 2.7 billion tons of carbon dioxide. In particular, developed countries are paying more and more attention to the planning and application of CCUS technology. For example, the United States, the United Kingdom, Australia, Canada and other countries not only regard CCUS as a major emission reduction technology to promote the adjustment and optimization of traditional industrial structures, but also aim at the considerable market benefits of the technology in the future.

Similarly, my country has paid active attention to the development and demonstration of CCUS technology. The "Outline of the National Medium- and Long-Term Scientific and Technological Development Plan (2006-2020)", "China's Special Scientific and Technological Action on Climate Change", and "National "Twelfth Five-Year" Scientific and Technological Development Plan" and other scientific and technological policy documents clearly stated that The development of CCUS technology is an important task for controlling greenhouse gas emissions and mitigating climate change.


In terms of CCUS technology research and development, demonstration and industrialization, the Chinese government has successively supported the research and development of CCUS technology in universities, research institutes and large power, petroleum and coal companies, laying the foundation for the industrialization of CCUS technology, including the development of 100,000 tons /Year carbon dioxide capture, transportation and saline aquifer storage of the entire process demonstration project, carried out a large number of research and development and demonstration in many fields of carbon dioxide utilization. The CCUS technology development route and carbon dioxide resource utilization technology system with Chinese characteristics have been preliminarily formed. At present, there is no large-scale full-process demonstration project with an annual capacity of more than 1 million tons in my country, and the commercial operation of CCUS technology in the short term is still facing the difficulties of high cost, immaturity of some key technologies, lack of supporting infrastructure and related policies.
