1. Mandatory emission reduction measuresIndustrial enterprise control measures. In accordance with the 2020 emergency emission reduction list for heavy pollution weather (reported version), industrial enterprises strictly implement orange warning emission reduction measures.
2. Mobile source control measures. Non-road mobile machinery (except clean energy and emergency maintenance machinery) should be stopped in construction sites, industrial enterprise plant areas and industrial parks. Industrial enterprises are prohibited from using heavy-duty trucks (including gas) for transportation (except special vehicles, hazardous chemical vehicles, etc.) of National IV and below, and those with special requirements shall be strictly implemented in accordance with the vehicle control requirements of the emission reduction list. In principle, with the exception of urban operation guarantee vehicles and special vehicles for performing tasks, heavy and medium trucks, three-wheeled vehicles, low-speed trucks and tractors are prohibited from passing in central urban areas and counties (cities, districts). Ports, logistics (except for people's livelihood security), stockyards and other entities involved in the transportation of bulk raw materials and products are prohibited from using heavy-duty trucks (including gas) for transportation (except special vehicles, hazardous chemical vehicles, etc.). Medium-duty heavy-duty trucks with licenses in this city and other cities implement bypass measures on roads (except expressways) within the administrative area of this city, and are not allowed to enter the high-speed enclosed area of the central city (to ensure safe production and operation, transport people's livelihood security materials or special demand products, Responsible for first aid, emergency rescue and other tasks, except for new energy vehicles with new energy licenses and new energy licenses that have not been replaced in this city).
3. Non-point source control measures. Strengthen construction site and traffic dust control. Sand and gravel factories, stone factories, slate factories, etc. stop outdoor operations. Except for major livelihood projects, safety production and emergency rescue tasks, stop earthwork operations at all construction sites (including: stop earthwork excavation, backfilling, on-site transportation, lime mixing, concrete picking and other operations, and stop supporting roads for construction projects And pipe trench excavation). It is forbidden to dismantle outdoor buildings, spray painting, slope protection shotcrete, concrete mixing, etc. Transportation vehicles such as coal, muck, sand and gravel are not allowed on the road. On the basis of conventional operations, increase the cleaning frequency of machine sweeping, suction sweeping, and water spraying for main arterial roads and road sections prone to dust.
4. It is forbidden to set off fireworks and firecrackers and open-air barbecues in central urban areas, county (city, district) urban areas, development zones and industrial parks.
