The reporter learned from the air pollution control special session of the series of thematic press conferences held in Beijing on the 18th "Reviewing the 13th Five-Year Plan and Looking Forward to the 14th Five-Year Plan" that during the "14th Five-Year Plan" period, Beijing will continue to fight pollution prevention and control battles. Adhere to the "three synergy", that is, the coordination of PM2.5 and ozone pollution control, the coordination of greenhouse gas and air pollutant emission control, and the coordination of local pollution control and regional co-governance.
Data show that in 2020, the annual average PM2.5 concentration in Beijing will be 38 micrograms/m3, achieving “30+” for the first time, a decrease of 42.6 micrograms/m3 compared with 2015 at the end of the “12th Five-Year Plan” period. The "2+26" cities in and surrounding areas remained the best, and exceeded the goals and tasks of the "13th Five-Year Plan".
Yu Jianhua, deputy director and spokesperson of the Beijing Municipal Bureau of Ecology and Environment, stated on the 18th that during the "13th Five-Year Plan" period, Beijing has basically formed a social co-governance pattern of "party committee leadership, government leadership, corporate governance, and public participation". The regulatory and standard system is leading domestically, scientific and technological support is stronger, and regional cooperation is deeper, and decisive achievements have been made in winning the blue sky defense.
According to reports, during the "13th Five-Year Plan" period, Beijing revised the "Beijing Air Pollution Prevention and Control Regulations" and formulated and implemented the "Beijing Municipality Regulations on the Prevention and Control of Pollution Caused by Motor Vehicles and Non-road Mobile Machinery Emissions." There are 41 standards, and we are striving to build a domestic leading and world-class environmental protection standard system.
In terms of scientific and technological support, Yu Jianhua introduced that during the "13th Five-Year Plan" period, Beijing will build an integrated and intelligent air quality grid monitoring system for the "sky and land" to achieve full coverage of particulate matter monitoring in all towns (streets); build the country's first A heavy-duty vehicle online monitoring platform, the establishment of a city-wide unified dust video monitoring platform, the innovative development of volatile organic compounds (VOCs) and road dust load monitoring; the use of "hot grid" technology to achieve precise identification, precise law enforcement, and environmental monitoring , Pollution source supervision and other aspects to build a new "smart + environmental protection" supervision model.
"The '13th Five-Year Plan' period is the five years in which Beijing's air pollution control efforts have been the most intense and the most effective. The frequency, peak concentration and duration of heavy pollution have all decreased significantly." Yu Jianhua said during the "14th Five-Year Plan" period, Beijing will focus on improving the quality of the atmospheric environment, with the reduction of volatile organic compounds and nitrogen oxides as the starting point, in-depth promotion of the "one microgram" action and regional joint prevention, control and governance, and continuous improvement of air quality.
